JUDY WOODRUFF: Republican leaders in the U.S. House and Senate are meeting this week to

try to iron out their differences over a massive tax overhaul plan in time to send the bill

to the president by Christmas.

We're continuing to look at important provisions that are the subject of concern.

One starting to get more attention is the elimination of a tax deduction for medical

expenses.

Lisa Desjardins zeros in on that.

LISA DESJARDINS: The House version of the tax bill eliminates the medical deduction.

Right now, individuals qualify if their medical costs exceed more than 10 percent of their

income.

The Senate version, it goes the other way: It would make it easier for Americans to qualify

for at least two years.

But consumer groups are worried that the deduction may be killed as part of the final bill.

Cristina Martin Firvida is with AARP, which has taken a position here.

They are lobbying lawmakers to keep the deduction.

She's here tonight to help walk through how this works and who could be impacted.

CRISTINA MARTIN FIRVIDA, AARP: Thank you.

LISA DESJARDINS: Let's just start with a little bit of history and also bring it to current

times.

How did this deduction start, and what is the House trying to do?

CRISTINA MARTIN FIRVIDA: Well, since the 1940s, individuals who had very high health care

costs have been permitted to deduct those from their income when preparing their federal

income taxes.

So this is a deduction that's been in the code for decades.

And, unfortunately, now we see, with the House bill, an attempt to repeal the medical expense

deduction.

And that is something that of course will affect many, many tax filers; 8.8 million

tax filers take the deduction annually.

LISA DESJARDINS: Last week, we sent out a call online to everyone reading our Web site.

We wanted their questions on this tax bill.

And, Cristina, we got a lot of questions on this particular issue.

We're going to talk about other questions later this week.

But I want to highlight two of these e-mails that we received, first from Elizabeth Gross

in Bellingham, Washington.

She wrote: "My husband and I are both in our '70s and living on a fixed income.

He has Alzheimer's disease and now needs skilled nursing care.

If this deduction goes away," she write, "I will need to sell my house to pay for his

medical expenses."

We also got this from Laurence Bardoff in San Francisco.

He wrote simply: "How will the loss of medical deduction affect seniors on limited budgets

with medical conditions?"

And I think that's the question here.

Do we know how this will affect people?

Obviously, there are some people worried about losing everything because of this change.

CRISTINA MARTIN FIRVIDA: Sure.

So, this is a concern we're also hearing from many of our members.

Something to bear in mind about the medical expense deduction is that it is available

for anyone at any age, but, overwhelmingly, older Americans claim this deduction, because,

unfortunately, as we age, our health care costs do go up.

We have heard from many of our own members who have shared similar stories about what

it will mean to lose this deduction.

For most people we have heard from, they have said it will raise the cost of their health

care because they will lose the tax benefit associated with the deduction, and it will

make them go through their life savings much more quickly as they meet those high health

care costs in older age.

LISA DESJARDINS: Do you have a sense of what the average kind of deduction is for this

right now?

CRISTINA MARTIN FIRVIDA: It depends.

It depends on the expenses that an individual has.

And it depends on your income.

So it's very hard to pin down an average.

Of course, you're only permitted to take it if your expenses exceed currently 10 percent

of your income.

So it varies both by the amount that you make each year and the amount you spend.

LISA DESJARDINS: You mentioned that many seniors and others are worried about running through

what savings they have if they lose this deduction.

Is there any indication that perhaps more people will have to turn to Medicaid because

of this?

Are there any kind of statistics on that?

CRISTINA MARTIN FIRVIDA: We have heard that as well.

Now, we have not had an analysis from any of the official score keepers, for example,

from the Congressional Budget Office, to explain what the effect will be on Medicaid.

But we have heard that from our own members, who have explained to us that currently they

use their life savings and other assets that they may have to pay for expenses such as

nursing home care.

And, if they lose the deduction, they will run through their savings much more quickly,

and they will end up having depleted their assets and having to turn to Medicaid to meet

more of their health care expenses.

LISA DESJARDINS: We do know that the majority of people who take this deduction right now

are earning under $75,000.

And also, speaking to the House Ways and Means Committee, I know the chairman said that he

wants to bring this up, bring this, put this on the table during negotiations, see if there's

a way to find a middle ground here.

But Republicans overall, Cristina, say that this is in the name of spreading out sort

of tax benefits, so that take away these deductions and more people get a tax cut.

Do they have a point there?

CRISTINA MARTIN FIRVIDA: Well, we have been telling policy-makers what you just noted.

This is a middle-income deduction.

Close to 70 percent of the individuals who claim it have income under $75,000.

By comparison, only 35 percent of individuals who claim the mortgage interest deduction

or the charitable deduction have incomes of under $75,000.

So I think an important thing to bear in mind is, as we look for ways to simplify the tax

code, we also want to be fair in the way that we do that.

And it's unfair to tell people who are sick, through no choice of their own, that their

taxes may go up.

LISA DESJARDINS: OK.

This Could Actually Change How We Understand The Connection Between Our Body And Time.

The scientists said that the understanding of our biological clock can help us improve

the most fundamental aspects of our lives such as our health, energy, fertility etc.

Today we know the importance of the biological clock as it plays a vital role in defining

our metabolism, fertility, mood, hunger, sleeping and working patterns.

People Are Learning More And More The Effects Of Not Following The Biological Clock.

Professor Rosbash said that a person can recognize circadian rhythms as can be seen from the

fact that he/she gets sleepy at 10 or 11 at night, then wakes up automatically at around

6 or 7 in the morning.

In the afternoon, the person feels the need of a cup of coffee.

This is how our biological clock makes us work.

The scientists found that whenever there is any mismatch between the biological clock

and the surroundings, the well-being of the organism can be affected.

This can be compared to the experience of Jet lag.

When we travel to a different time zone, our body gets disturbed for a few days, that is,

until our biological clock gets readjusted.

Sir Paul Nurse, winner of the Nobel Prize in 2001 for his study on the cell cycle said

that the recent work is extremely important for the basic understanding of life.

He added that there is evidence that the treatment of the disease can be influenced by circadian

rhythms.

For Rosbash, the most shocking thing was the realization of the huge impact of such a basic

discovery.

He feels happy that the selection committee gave attention to this kind of basic work.

The Study Was Focused On The Flies

Flies were takes as one sample (simple also) organism and the results and the discoveries

of the study was applied to all the animals, which automatically includes humans.

The winners of the Noble prize have been studying the fundamental problem of biological clock

in the animals for many years.

With their extensive study they were able to solve the mystery of the biological clock,

specifically, how it is able to anticipate the routine functions between day and night

in order to optimize our physiology and behaviour.

Film Courage: Does a network require that you submit an outline before writing?

Christine Conradt: Sometimes.

It depends on the exec that you're working with and it depends on the producer.

Sometimes the producer will require it.

Sometimes it's just we go from one paragraph to one page.

Sometimes we go from one paragraph to a script, whatever they want, whatever makes them feel

comfortable in their process is what I deliver to them.

Film Courage: What's the typical show that you're writing for, the length of time?

Christine Conradt: That is takes me to write it?

Film Courage: What would be the typical air-time?

Christine Conradt: For most television, it's 83 to 86 minutes for a feature.

Film Courage: Then what does that translate into in terms of pages?

Christine Conradt: It depends on the producer in terms of pages.

So you know sort of the standard is one page equals one minute of screen time.

That's sort of a loose guide.

I have a producer I work with who won't shoot anything under 116 pages because he

likes to have a lot of footage to cut down to help the pacing.

I have other producers I work with who they don't want anything over a hundred pages.

So it depends on their production process.

Film Courage: Interesting.

So I'm really getting the sense that it's all about flexibility.

Christine Conradt: It is all about flexibility.

Yes!

Being flexible is definitely a help.

And again, giving them what they want.

When I ask producers "Why do you fire writers?"

I ask every producer I've worked with "Why do you fire writers?"

And they will always say "Because they don't give me what I ask them to give me."

So either notes they've given and the writer comes back and they haven't done that with

the notes because they thought they knew better or they just didn't know how.

Or they asked for a certain page count and it wasn't that page count.

To me, those are the wrong reasons to get fired off of a project.

Those are things you can control.

So if you're just paying attention and asking them what they want and they want to tell

you what they want.

I ask "What do you want your page lengths to be here?

Where do you want your act lengths to be?"

And then that's what I give them.

Film Courage: So what's the time frame that you're usually given?

Once they've given you the title, you've met with them, you've come up with some

ideas, what time frame are you working with?

Christine Conradt: It depends.

Typically I get 4 weeks for a first draft and then two weeks for every subsequent draft,

which is pretty quick actually.

It's not that difficult if you're only working on one project at a time but if you're

a working writer you're working on multiple projects because it takes so long before one

of them suddenly comes back and says "Okay, we're greenlit.

We can actually move forward."

You don't know when that's going to happen.

So you've got all these sort of irons in the fire and then eventually one will come

back and sometimes two come back, which is great.

But now you have to balance how you are going to deliver both of those scripts.

Microsoft, Agder Energi partner to show how smarter grid can help Norway become more sustainable - Duration: 2:21.

Agder is a hydro power company located in the south of Norway.

We have been basically running the same operation for decades.

The world is changing so fast around us.

Our customers want to add solar panels on their rooftops, want to use EV cars.

That is challenging our grid.

If we were to continue the way that we've been doing all along, we would have to invest

in a lot of new capacity.

The Smart Grid Pilot Program that we did with Microsoft was looking into the grid and see

how could we use new technology to actually operate the grid in a new way.

Everything now is digitalized so everything is now updated on a monitor by the operators.

We see that the substation is going in heavy overload.

And then we can make decisions on changing the production and changing the consumption.

And what we, what we found was that we could actually interact with the customers in order

to reduce the load on… specific components in the grid, through new technology, using

Azure cloud solutions

The fourth industrial revolution is about connecting things together.

We now can collect data from millions of sensors in our systems, in our grid, in our production

and we can use this data to make new products, take decisions, and manage our business in

a whole new way.

Machine learning or advanced analytics actually make it possible to utilize the resources

you already have, giving the customers better service to a better price.

We are in the middle of a transformation of the utilities sector.

It will be more customer focused.

A customer can place solar PV on his rooftop and then supply back into the grid and by

that, they could help us as a power company to become more efficient in many ways and

that will also help the customer.

Agder Energi has produced renewable power since the start.

That gives us first hand insights in challenges.

After Russia's Ukraine incursion, NATO troops drill for war on a Cold-War scale - Duration: 8:47.

JUDY WOODRUFF: But first: Since Russia's invasion of Ukraine and annexation of Crimea, both

Russia and the U.S. have moved their forces, and held military exercises on a scale not

seen since the Cold War.

American and NATO troops are now positioned in Eastern Europe and the Baltic states, close

to Russian forces.

They are constantly drilling and practicing for what, if it happens, would be a real war.

Special correspondent Ryan Chilcote was recently in Poland to watch these exercises.

RYAN CHILCOTE: It's a military exercise of extraordinary complexity, 800 soldiers, attack

helicopters, tank busters preparing to fight an army with weapons and a level of sophistication

the U.S. military hasn't seen on the battlefield in decades.

Mistakes are bound to happen.

MAN: You fully acknowledge you're (EXPLETIVE DELETED) dead right?

You have got to rethink how you are going to do this.

MAN: Yes, Sergeant Major.

RYAN CHILCOTE: Colonel Patrick Ellis commands the soldiers training today.

So, how is this exercise going so far?

COL.

PATRICK ELLIS, U.S. Army: It's good.

I mean, look, it's a training event.

So, they didn't show up out here expecting that it was all going to be perfect right?

RYAN CHILCOTE: These infantrymen are less than an hour's drive away from Russian troops.

NATO stationed them here after Russia intervened in Ukraine.

The scenario, the Russian army has just seized a strip of land in one of the Baltic countries,

just like it did in Ukraine.

The difference this time is, it's a NATO country and the U.S. Army intends to take it back.

COL.

PATRICK ELLIS: This is the highest end scenario that we could possibly think of the train

on.

It's a great opportunity for us to practice the worst-case scenario.

RYAN CHILCOTE: The drill's main feature is a trench that's nine football fields' long.

The U.S. military modeled it after a trench used by pro-Russian fighters in Eastern Ukraine.

COL.

PATRICK ELLIS: What we're preparing for here is this kind of a toe-to-toe fight here in

the trench, using these tools in order to make sure that that fight as unfair as humanly

possible.

RYAN CHILCOTE: Kevin Muhlenbeck is the 2nd Cavalry Regiment's sergeant major.

How real-world is this if there was a conflict with Russia?

SGT.

MAJ.

KEVIN MUHLENBECK, U.S. Army: Sir, I will tell you, I have been doing this for 25 years,

and this is some of the most realistic live-fire training that I have ever done.

It's amazing how fast it would go right back to trench warfare, World War I.

RYAN CHILCOTE: Colonel Christopher L'Heureux is the commander of the NATO unit.

COL.

CHRISTOPHER L'HEUREUX, U.S. Army: I forget who said it, but they say that history never

repeats itself, but sometimes it rhymes.

This skill set is a tough thing to master, and which is why we get our guys to come in

and go after it again and again and again.

RYAN CHILCOTE: If Russia and NATO end up in a conflict in the Baltics, who wins?

DAVID SHLAPAK, RAND Corporation: Russia would defeat NATO.

RYAN CHILCOTE: David Shlapak is with the RAND Corporation, a think tank that advises the

U.S. military.

After Russia annexed Crimea in 2014, Shlapak set up a war game to consider what might happen

if Russia made a sudden incursion into the Baltic countries of Estonia, Latvia and Lithuania,

all of which are now NATO members and former Soviet Republicans.

DAVID SHLAPAK: Our analysis is that NATO's forces would be outgunned, outnumbered, and

overwhelmed in 36 to 60 hours.

RYAN CHILCOTE: Since that initial analysis, NATO has deployed about 4,000 troops to Poland

and the Baltics.

But RAND's view hasn't changed.

DAVID SHLAPAK: The work that NATO has done since then are important symbolic measures

that indicate the alliance's commitment, but in terms of actual combat power, they're minimal

contributions and make very little difference.

RYAN CHILCOTE: I think a lot of Americans would be surprised that if Russia and NATO

got into a conflict, it would be a land war.

A lot of people assume we'd be looking at nuclear war.

DAVID SHLAPAK: Escalation to the use of nuclear weapons is one very plausible outcome of any

war between Russia and NATO.

It's one reason why our work focuses on preventing a war from happening in the first place.

GEN.

BEN HODGES, Commander, U.S. Army Europe: Russia talks all the time about use of nuclear weapons.

RYAN CHILCOTE: General Ben Hodges is the commander of U.S. ARMY Europe and believes RAND has

it wrong.

LT.

GEN.

BEN HODGES, Commander, U.S. Army Europe: I completely disagree with their assessment.

And we talked about it.

If everybody was asleep, if Baltic countries had done nothing to be prepared, and we were

completely surprised, it would really, really be bad.

But over the last two years, what I have seen from our Lithuanian, Latvian and Estonian

allies in terms of fulfilling their responsibility, they're living up to it.

And then you add in these formations with 1,000 troops, tanks, a real capability, it's

a completely different set of circumstances than I think what the RAND study anticipated.

RYAN CHILCOTE: At the end of the Cold War, there were 16 NATO member nations.

Today, there are 29.

Vladimir Putin says, with the collapse of the Soviet Union and its aggressive foreign

policy, NATO should have been dissolved, not encroaching on its borders.

VLADIMIR PUTIN, Russian President (through translator): Our biggest mistake was that

we trusted you too much.

You interpreted our trust as weakness, and you exploited that.

RYAN CHILCOTE: For General Hodges, the mistrust goes both ways.

GEN.

BEN HODGES: I don't think that's likely, that Russia would out and out attack.

Of course, I was wrong -- I never anticipated they would attack Crimea or the Donbass in

the Eastern Ukraine.

So I'm reluctant to say, well, they would never attack Lithuania, they would never attack

Latvia.

RYAN CHILCOTE: Using a term not heard much since the Cold War, NATO says it wants to

deter Russia from even contemplating an invasion.

The goal, make that prospect look painful, with significantly fewer NATO troops.

GEN.

BEN HODGES: I was a lieutenant here in 1981 in Germany, about 300,000 soldiers in West

Germany when there was East and West Germany.

Today, we have 30,000 soldiers.

Our task is to make that 30,000 look and feel like 300,000.

RYAN CHILCOTE: The NATO exercises are just the most recent in the tit for tat of exercises

on both sides of this showdown.

In September, Russia conducted what may have been its largest military exercise since the

collapse of the Soviet Union, fielding tens of thousands of troops.

What was your takeaway from those Russian exercises?

COL.

CHRISTOPHER L'HEUREUX: Frankly, it's that they're not as good as they say they are.

I mean, who hasn't seen the picture of the accidental rocket launch at the VIP stands?

Obviously, the guy was flipping knobs, flipped the wrong knob, hit the wrong button.

RYAN CHILCOTE: Russia appears to be hitting several buttons, as the colonel learned after

a day in the field, returning to his phone that had been hacked.

COL.

CHRISTOPHER L'HEUREUX: And I turned it on, and it had lost iPhone on it.

And I'm like, huh?

What the heck?

So I thumbed through it.

And it says, somebody is trying to access your iPhone Apple account, and it shows you

I'm A Crazy Christmas Lady!!! - Duration: 1:23.

- It's Christmas.

Well, technically it's advent.

Growing up in our family,

it meant the time when dad went into the garage

and pulled out 5,000 pounds of Christmas lights

to turn our yard into a winter wonderland.

When I was like 13 and 14,

when other people were being cool,

I was learning how to use a jig saw, like a power saw,

to cut out seven foot tall Santa Clauses

and wooden baby Jesuses to put in our front yard.

We loved it, and needless to say,

I still love Christmas lights.

But something that has struck me in my elder years,

is that Jesus claims to be the light of the world,

he said he came to set the whole world ablaze.

And at Christmas time, in a very practical,

non-miraculous seeming way, the world literally lights up.

So, he did it.

It doesn't even have to be people

who necessarily are celebrating

the birth of Christ consciously,

they might just be participating in Christmas

as their tradition.

Even so, Christ in a very small way

is lighting up their house, is lighting up their life.

So, that is my excuse slash spiritual very noble motivation

for becoming a crazy Christmas light person.

And I would love to know what your favorite advent

or Christmas tradition is and why.
