JUDY WOODRUFF: As we heard, President Trump's declaration of a national emergency is provoking

considerable scrutiny.

Even within his own party, opinion is split, and much of the talk now is about the court

battles to come.

Amna Nawaz starts there.

AMNA NAWAZ: There are expected to be a number of legal challenges to the declaration, including

from the state of California.

The man who led that suit, Xavier Becerra, the attorney general of California and a former

member of House Democratic leadership.

Mr. Attorney General, thank you, and welcome back to the "NewsHour."

When you gave a press conference earlier, you said that you were going to be challenging

the declaration in some way after you reviewed the text, that you have sister states filing

with you.

So, now that you have read the text, what do you plan to do, when will you do it, and

who's with you?

XAVIER BECERRA (D), California Attorney General: We are still reviewing, but we are prepared

to move.

We do believe the president's actions are not only reckless, but unlawful.

And so we will move.

And we will have other states that are going to be joining with us that have been working

with us throughout this whole process.

We will be ready to go because it's important to make sure that when Americans in whatever

state send their tax dollars to the federal government that they know they are going to

be used for the right purposes and the purpose Congress said, not because some president

says all of a sudden he's unhappy and he wants to declare a national emergency.

AMNA NAWAZ: So, I know you're still reviewing the text, but based on what the president

has laid out, what do you think the legal basis for that challenge will be?

XAVIER BECERRA: The president tried and filed failed to get more money out of Congress.

As he said in his press conference, he is not happy.

And he says it's a great thing do to declare a national emergency.

And he also admitted that this is not something he needs to do.

Those are not the words of a president who is about to declare a national emergency.

Think 9/11 with President Bush.

Think President Jim Carter with the Iran hostage crisis.

In those cases, the presidents were not happy about what they are doing.

And neither president, of course, would have said, this is something I don't need to do.

President Trump just simply doesn't understand that he's limited, like any other American,

in how he tries to comply with the law.

He is not above the law.

And so in this particular case, under the Constitution, separation of powers, he doesn't

have the authority to redirect dollars that Congress has allocated to the various states.

AMNA NAWAZ: The president's supporters will say, look, some of what he said today is absolutely

true.

There have been increasing numbers of family units taxing our system in unprecedented ways.

There's this enormous immigration backlog.

There's a crisis to some degree.

And in the absence of Congress doing something about it, this is the president taking drastic

measures to do something.

What do you say to that?

XAVIER BECERRA: We certainly have challenges on the border.

And many of these challenges are manufactured by the president himself, when he treats individuals

who are trying to apply for asylum against the law, when he tries to use force on peaceful

individuals who are cross the U.S. border.

And so there's no doubt that there's a challenge, but it's not a national emergency.

For him to try to then rob money that's been allocated for good purposes throughout the

country is to deny taxpayers of their constitutional rights to make sure that there's a clear separation

of powers between an executive and a legislative branch, which is the branch that has the power

to direct dollars.

AMNA NAWAZ: Mr. Attorney General, very briefly, before I let you go, we should point out,

in the past, you have supported legally executive authority, executive actions taken by presidents,

for example, the DACA program created by executive order under President Obama.

And you filed a number of lawsuits against this administration.

So a lot of people will ask, is your objection to this legal or is it political?

XAVIER BECERRA: Remember that President Obama acted -- executive action based on his authority

as president.

He didn't change laws.

He didn't try to dismiss laws.

He was simply trying to work within the framework of our immigration laws in dealing with DACA

and the DAPA program.

Here, President Trump is not simply trying to work within the framework of our existing

laws.

He's talking trying to undermine them and cancel them in order for him to be able to

take money from other purposes that have been allocated by Congress.

And so it's a clear violation, not just of laws and the appropriations done by Congress.

It's a violation of the separation of powers under the Constitution.

AMNA NAWAZ: Mr. Attorney General Xavier Becerra of the state of California, thanks very much

Times Alex Trebek Was Really Rude To Jeopardy Contestants - Duration: 4:14.

Who is Alex Trebek?

Since 1984, he's been hosting the insanely popular quiz show Jeopardy!

And, well, he's not always such a nice guy, as he's occasionally proved through controversial

off-the-cuff remarks.

With that in mind, let's look at some of Trebek's most dastardly on-screen deeds.

No football for Jeopardy! nerds

Over the course of his decades-long career, Alex Trebek hasn't given a single Jeopardy!

contestant a wedgie, but he appeared to come awfully close in one February 2018 episode.

The host rather mercilessly teased all three contestants, including multi-day champ Ryan

Fenster, for their complete and utter lack of knowledge of football.

None of them even attempted to make a single guess in the category.

After the first clue, Trebek jeered,

"I can tell you guys are big football fans."

After another clue was met with more blank stares, Trebek sniped,

"Do you think we should go to commercial?"

As the contestants fumbled a few more times, the host quipped,

"Let's look at the thousand dollar clue, just for the fun of it."

By the end, Trebek's derision reached its apex:

"If you guys ring in and get this one, I will die."

Mean about memes

How would you fare with this Final Jeopardy! clue?

"In a hint of the future, in 1973 Marjorie Post gave it to the U.S. government as a warm-weather

presidential retreat, but it was returned."

If you just shouted, "What is Mar-a-Lago?", congrats!

That's the correct answer, and you'd probably be a decent Jeopardy! competitor.

Also, you might've fared better than Jeopardy! champ Erik Agard, who appeared on the show

in October 2018 and didn't have the foggiest idea what to write down for this clue.

In lieu of hazarding a guess, he jotted down a smart-alecky meme instead.

"'What is you doing baby?'

Well, I'm responding incorrectly!

And I'm going to lose a thousand dollars."

Despite the wrong answer, or non-answer, Agard had a big enough lead to still win the game,

while also demonstrating that he was a rather spicy memelord.

"What is a threesome?"

Jeopardy! contestant Kara Spak offered a delightfully awkward response to the following clue in

the "Group Countdown" category: "If Andy yearns for Brenda and Brenda cares about Charlene

who pines for Andy, the three of them form one of these."

You don't have to be a professional love-maker to know the answer to that one, but Spak apparently

choked in the heat of the moment.

"What is a threesome?"

"No."

The correct response, of course, is, "What is a love triangle?"

Following Spak's response, Trebek deadpanned:

"Kara has obviously had much more experience than I."

Spak later recalled how Trebek also called her a "saucy wench" during a commercial break.

And in her next game, he referenced the moment yet again.

"Well, you have met our threesome for this second semifinal match."

Never insult Big Bird

Word to the wise: Think twice before speaking dismissively of Big Bird when Alex Trebek

is within earshot.

Lisa Mueller learned that the hard way.

During the contestant chit-chat segment in a March 2018 episode, Mueller told Trebek

how she used to obsessively write to her heroes in her youth.

"I love Big Bird.

I wrote to them and I said, 'My third favorite color is yellow, just like you are.'

I guess it's kind of a backhanded compliment."

Mueller continued on with her tale, and Trebek had quite the response for her.

"I didn't actually have bunnies.

But I just wanted to draw some bunnies."

"Get the feeling that our current champion is a little weird?"

When Mueller's jaw dropped, It didn't escape Trebek's attention.

"Oh, give me, yeah, give me the look.

You disrespected Bird Bird!

You're lucky to be here."

The Pygmy Goat Incident

In a July 2012 episode, Laura Sikes Jambon, a graduate student from Rochester, New York,

definitely didn't encounter the nice version of Alex Trebek.

During the contestant chit-chat, she told Trebek about a pygmy goat named Billy she

used to own for "the cuteness factor."

Alas, Billy wasn't long for this cruel world.

Aside from occasionally munching on yummy cat fur, Billy apparently enjoyed eating a

lot of other things, too.

Jambon listed items like a three-wick candle, an entire bag of Hershey Kisses, and a bag

of concrete mix, the latter of which led to his demise.

Trebek's response to this story wasn't exactly the most graceful.

"Wait a minute.

Was it a 60-pound or an 80-pound bag?

Because-"

"Alex, you're being insensitive."

And then Trebek totally blew off returning champ AJ.

"AJ, I don't want to talk to you."

Oscar nominee Regina King says 'Beale Street' a reminder of black resilience - Duration: 6:33.

JUDY WOODRUFF: Now let's step back and continue our look at the big screen.

This week, we are siting down with Oscar contenders.

A veteran of films and TV, Regina King is up for best supporting actress for her work

in "If Beale Street Could Talk."

Jeffrey Brown met her recently in New York to discuss bring a renowned novel to life.

It's part our series on arts and culture, Canvas.

REGINA KING, Actress: Remember, love is what brought you here.

And if you have trusted love this far, don't panic now.

JEFFREY BROWN: In "If Beale Street Could Talk," Regina King plays Sharon Rivers, the mother

of two daughters, including Tish, who falls in love with her childhood friend Fonny.

When Tish becomes pregnant, her mother shares the news.

ACTOR: What's going on?

REGINA KING: This is a sacrament.

And, no, I ain't lost my mind.

We are drinking to new life.

Tish going to have Fonny's baby.

Drink.

JEFFREY BROWN: Set in the 1970s New York City, "Beale Street" is Oscar Award-winning director

Barry Jenkins' adaptation of the James Baldwin novel of the same name.

It's a love story, but one almost destroyed by racism and hatred, as police frame Fonny

with a rape charge.

I asked Regina King what she saw as the story's essence.

REGINA KING: It is, as a black American, just a reminder of how resilient, you know, we

are, when you look at our history, and that love is a universal thing, love pushing through

trauma.

While this can be looked at as an urban tragedy, surviving tragedy usually is because of love

that has surrounded you, support.

And all of us know what that looks like, no matter what we look like in our exterior.

JEFFREY BROWN: Even in the face of trauma.

REGINA KING: Yes, yes.

So I feel like, while this is a story with a black family, a black couple in the center,

it's an American story.

JEFFREY BROWN: She says she found inspiration from strong women in her own life, and as

a single mother raising her son.

REGINA KING: The hardest thing about parenting is holding on tight, and letting go, and knowing

when is the right time to do either.

So I can relate to that, from an experiential place.

So it was just applying all of these experiences into the performance.

JEFFREY BROWN: King has enjoyed a long career on the screen, from TV sitcoms and films in

the early 1990s to the Ray Charles biopic "Ray," and most recently, back on television,

winning Emmy Awards for work on ABC's "American Crime" and Netflix's "Seven Seconds."

REGINA KING: God didn't run my son down in the street and leave him to die.

JEFFREY BROWN: "Beale Street," she says, offers a portrait of American life not often accurately

captured by Hollywood.

REGINA KING: I feel like, even, not just with black matriarchs, you don't get to see it.

We don't reflect, in film and television, how our mothers or our fathers care for us

so deeply.

We sometimes get caricatures of that.

What I hear from people, no matter what color they are, what gender they are, that, yes,

you know, Sharon reminds me of my mother.

The child is coming.

It's your grandchild.

JEFFREY BROWN: In perhaps the film's most powerful scene, King's character defends her

daughter to Fonny's mother.

REGINA KING: The child ain't got nothing to do with that.

You have an example with Mrs. Hunt and Sharon Rivers of two women that are very, very, very

strong.

And you have one mother, her strength is motivated by fear, and then another mother whose strength

is motivated by love.

It's fire in both of our eyes when we're looking at each other.

We are both fully -- we -- our conviction is so strong.

Our beliefs are so strong.

JEFFREY BROWN: Is it fun to do a scene like that, or hard, or what...

REGINA KING: Oh, yes, all of the above, hard, fun, rewarding, because, when you have an

exercise like that, you sleep so well that night.

JEFFREY BROWN: In recent years, King has begun to direct TV shows, and has her own production

company.

She's been a prominent voice for gender equity in Hollywood.

And, last month, winning a Golden Globe for best supporting actress, she made a pledge.

REGINA KING: In the next two years, everything that I produce, I am making a vow, and it

is going to be tough, to make sure that everything that I produce, that it's 50 percent women.

JEFFREY BROWN: Is this something you feel you can achieve?

REGINA KING: Absolutely.

I have to believe it.

I mean, I challenge myself to do it.

And I have been successful at the things that I have challenged myself in the past.

You know, one would have said that, oh, really, you want to be a director, and you haven't

gone to film school?

Well, film school has been my life.

I have been learning.

I have been on the set, you know, most of my life, more years than I haven't.

So, yes, I know that I can do it.

It's not going to easy.

Didn't say that.

But I know that I can do it.

JEFFREY BROWN: All right, Regina King, thank you very much.

REGINA KING: Thank you.

JEFFREY BROWN: And, again, congratulations.

seeking advice on a tough dilemma.

Take a look.

- Okay, so I moved to Los Angeles

about five years ago to just start over

and get a fresh and ever since I've been here,

life has just been coming at me.

It's been one obstacle after another

and I know that's life, but it's gotten

to the point to where I've literally lost everything,

my home, my car, and I'm currently crashing

with one of my friends, sleeping on her couch,

but my mom has given me an opportunity

to move back home and like kinda get financially stable,

but I'm 36 years old, so I'm like,

is it okay for a woman my age to pack up and run home

or do I need to find out a way

to just stay here and make it work?

- It don't matter how old you are,

sometimes you gotta reset.

- [Audience Member] That's right.

- You know I was homeless.

I lived in a car from age around 30 to 33, 31, 34.

That time, I had nowhere to live.

- [Lyric] Yeah.

- My pride wouldn't let me go back home.

- Because the last time she suggested I came home,

I was like "You don't believe in my dream.

"God got me, I'mma be alright.

"I'm walkin' on water."

Because I do have a dream, I came--

- [Steve] You walkin' on water?

- Walking on water, you know.

- No, no, you're not walking on water,

you're sleeping on your friend's couch.

(audience laughing)

In life, you should never give up on your dreams.

The route to get there always changes.

Sometimes you gotta get off the highway and take the detour.

All your mom is sayin' is you can turn around.

It's not that people don't believe in your dreams and stuff,

but you can't beat a dead horse.

That's my suggestion to you. - Thank you.

(audience applauding)

- So Lyric, let me ask you, what was

the reason that you were considering

leaving LA in the first place?

- Well, I was thinking about leavin'

because like I said previously, I'm a spoken word artist

and I wanted to come out here and you know, reinvent myself

and chase my dreams, but nobody ever really told me

how difficult LA was, how expensive LA was,

so after hitting, you know, bumps

and gettin' in car wrecks and getting injured,

like I ended up havin' to move in with one of my friends

and like I said I was crashin' on her couch

and it was just too much.

I needed to be more financially stable

and it was just so hard here.

- So let me ask you this, after appearin'

on the show, what'd you decide to do?

- I left like maybe a month after I was on the show.

I got rid of all of my stuff in storage.

I told my friend that I was livin' with,

you know, I'mma have to go home

and just get regrounded and get refocused.

Like I said earlier, I'm a believer

and I didn't think it was an accident

that I ended up comin' across

a scripture that talked about, you know,

being wise and receiving council from wise people

and so to be able to come here

and to talk to you, like I really

took what you said to heart

and I packed it up and I left.

(audience applauding)

- But you know what, see, the road

to success is always under construction.

- [Lyric] Yeah.

- It's never smooth sailing.

It's never a straight line.

You can't go from here to there, it don't work that way.

It's peaks, it's valleys, it's detours,

it's, man, floods. - Absolutely.

- A hurricane come along, man,

life got somethin' for you, man, that throws you off course.

It doesn't change the goal.

- [Lyric] Right.

- It's just the route to getting to the goal has to change,

and that's what throws a lot of people off

especially when they come out here to LA.

This is a crazy place to come to.

- [Lyric] Absolutely.

- But when you have to leave

and reset, it don't mean you gave up.

But now that you're in a better place,

I mean it just seems like, and you didn't even know

that that was the better place.

- It's one thing to have a dream,

to, you know, pursue your talents,

but my real dream is to just be whole

and to be happy and to be stable.

(audience applauding) And that's what

I feel like I'm doin' now.

- Congratulations.

- [Lyric] Thank you.

- Thank you for sharin' your story.

- Thank you so much.

Sobbing in the Pub | Day 5 #Contemporaryathon [CC] - Duration: 4:04.

Good morning, it's Friday, and my hair looks amazing.

Last night, after Steven Universe I stayed up for a little while to read some more of

this, so I'm about 130 pages through.

Super enjoying it.

I know that Natasha also started this book and had to Nope out of it, and I completely

understand why, given the first chapter.

I was actually picturing the characters as a couple I know and had to, like, immediately

get that out of my brain so I wouldn't continue to think of them with their faces because

I would just cry for days if that were the thing.

This was kind of my version of sleeping in.

It's not even 9 o'clock yet, but that's sleeping in for me, so I'm gonna snuggle back down

into bed and read some more of this.

It's 11am.

I've read another 80 pages or so, so I'm working my way through this.

It is really sad and it keeps making me wanna cry, and I just need to make myself feel better,

so it is shower time.

It is amazing how much a good shower can make you feel better.

That being said, I now have to go back into this incredibly sad book because I wanna finish it today.

I also have to run Twitter sprints today for VaLITines at 2, so I'm wondering if I should

go out for lunch, if I can even afford to go out for lunch, and read there.

The extra challenge in that, of course, being that I would have to avoid crying in public,

so that could be fun.

As a shock to absolutely nobody who knows me, I'm on my way to the pub.

I would definitely give up on shoveling, too, if my shovel just came off the handle.

So I was reading in the pub, and yes, I definitely teared up at some points, but it was good

to actually get some proper food in me, like vegetables.

This street is never populated, but as soon as I want to vlog, it is.

I had to tuck down and alley to talk to you.

So I'm reading in the pub and it gets to the point where I'm just like, "I should probably

pay you and leave before I just start, like, sobbing in the pub," and my waitress is like,

"what are you reading?"

And before you know it, I'm already recommending all of Taylor Jenkins Reid's books, even though

this was only the second one I've ever read.

Cue the third judgemental look I've gotten while trying to record this.

Before I know it, I'm recommending books to my waitress, and paying so I can go home and

continue reading without full on sobbing because it's... it's so good, like, just the way the

stories are framed.

Nobody here knows how to use their damn turn signal.

Come on, now.

Anyway, I'm about an hour away from having to do Twitter sprints anyway, so I had to

go home anyway.

It's fine.

I'm gonna go home.

I'm probably gonna cry there.

Probably get a hug from my roommate, and do some Twitter sprints.

It's gonna be good.

It's 2 so I'm Twitter sprinting and, of course, I'm reading.

I finished it.

And yup, it definitely made me cry.

I adore the way this was framed.

We see this couple who've just gotten married and the worst thing in the world that could

happen happens, and then you alternate going back and forth between grieving and their

courtship, and I just... loved everything about it.

At this point I feel like I kind of just need to move on to one of those other two books

I picked up, so I'm going to throw a Twitter poll up to decide which one to read.

Just gonna make it really short and hope that somebody actually votes on it, and hope that

it's not a 50/50 tie, because I always get 50/50 ties on my Twitter polls.

And then I'm gonna start my 8th book of the readathon.

All right, friends, by one vote, I will be reading In Sight of Stars.

I did also make a point of thanking whoever could have been my 6th voter for not voting

so it wouldn't be a tie.

So I'm about 16 pages in, and this book starts kind of in the middle of chaos and panic and

a highly emotional situation that you don't really know what's going on, so not really

the thing you want to do when you're trying to get over the emotion of another book.

That being said, though, I am enjoying figuring out what's going on.

I've got some more sprints to lead over on Twitter, and then I'm going to put this vlog

together because tonight I'm going to watch for of The West Wing, because that show is delightful.

But I've officially finished my TBR for Contemporaryathon, so anything about this is just gravy.
